Family Counseling Center offers a variety of housing services for persons who are homeless. Our target population is homeless persons who suffer from mental health or substance abuse disabilities; especially those with co-occurring problems that often lead to chronic homelessness. Our housing programs fully comply with the Department of Housing and Urban Development's Equal Housing Opportunities.
PATH – Projects for Assistance in Transition from Homelessness:
Our PATH program is funded from the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Missouri Department of Mental Health (DMH). PATH services are typically the first point of contact for persons in need of housing services offered by our agency. PATH services center |
| around homeless outreach, screening and diagnostic treatment, habilitation and rehabilitation, community mental health, alcohol and drug treatment, staff training, case management and referrals for primary health services, job training, educational services, and relevant housing services subject to restrictions.
PHP – Permanent Housing Project for SEMO:
Our PHP project is funded by the Department of Housing and Urban Development (HUD). The PHP program provides permanent housing, in the form of rental assistance, to homeless persons with mental health, substance abuse, or co-occurring disabilities. Eligibility for the program consists of: documented homelessness, documented disability, and proof of income. All rental units are subject to a housing inspection to ensure safe, affordable housing. The program's goal is to overcome the barriers preventing stable housing options. Only then can we hope to break the cycle of homelessness and more effectively treat the mental health, substance abuse, or co-occurring disability.

SEMO Safe Haven is a multi-financed project in collaboration with the United States Department of Housing and Urban Development, Missouri Department of Economic Development CDBG Program, Missouri Housing Development Commission, and the Dunklin County Commission.
SEMO Safe Haven’s mission is to provide innovative, safe, affordable, permanent housing, coupled with mainstream resources and supportive treatment services to homeless persons who suffer from mental health and/or substance |
abuse disabilities in Dunklin County Missouri. The primary goal is to create a holistic living environment that improves treatment effectiveness, reduces homelessness, and increases the independent living capacity among low income, disabled persons. These persons have severe illnesses and fall under the Continuum of Care guidelines for homelessness and disability. This population needs services and supports the most; but often receives the least amount of available resources. Because of their disability, these persons often “fall thru the cracks” as they do not fit into more traditional housing and treatment programs. The project will incorporate on-site homeless outreach services and mental health clinic services in the community to create access for low-income persons most in need of services.
SEMO Safe Haven will offer innovative, safe, affordable, permanent housing and evidence-based supportive services to homeless, disabled persons by providing a clear path toward independent living. This project directly addresses the critical health and safety needs of the homeless disabled identified under the Continuum of Care. Often, persons with behavioral health disabilities are unable to maintain stable housing and support services under more traditional programs. Due to their disability, they are often distrustful of providers and non-compliant with treatment plans. This leaves them at-risk of serious relapse and unable to fulfill a lease obligation with a landlord – if they can find affordable housing at all. Despite these barriers, their need for a private, stable, safe, affordable, permanent home and access to a system of individualized supportive care remains.
Due to the unique and intense needs of residents, SEMO Safe Haven will staff the facility 24/7 to ensure tenant safety and provide on-site access to supportive services. This project adds to the Continuum of Care housing desperately needed in Dunklin County. Residents are not required to participate in services as a condition of occupancy; however, once stabilized, residents will be able to participate in services and other mainstream resources to manage their illness and improve their quality of life. Recovery to the fullest extent for each individual is our primary goal. |
